Will Congress punt the SBIR and STTR reauthorization to 2026?
House Committee on Small Business passes bill to extend the programs for another year, but action in the Senate is not as clear.
The other news item from the SSTI Weekly Digest relates to the reauthorization of the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. These are obviously very important to technology-based start-ups. Both provide non-dilutive capital to jumpstart the new venture.
The report notes that, as the end of the fiscal year approaches, Congress is again at a critical juncture in reauthorizing the SBIR and STTR programs. With only two hearings (one each in the House and Senate Small Business Committees) held so far this year on the topic, Congressman Roger Williams (R-TX), Chairman of the House Committee on Small Business, introduced H.R.5100 on September 3 to extend the two programs that are set to expire on September 30, 2025, for one year, “as is.” The bill passed out of committee on September 10.
This is known as a “clean” extension, meaning it includes no policy changes, preserves continuity for small businesses, avoids a funding gap, and gives Congress more time to work towards long-term reauthorization. There is said to be Senate interest in moving a more complete reauthorization before the end of this fiscal year.
